Putin Flashes Page of Secret Agreement Signed Between Moscow and Kiev Last Year at African Peace Summit

Almost certainly in response to what Lukashenko revealed a few days ago about a secret clause in the Kiev-Moscow peace deal, the Kremlin has first come out and categorically denied the revelation, and has now used the forum of the meeting with African leader to reveal that a secret peace deal was indeed signed, but then discarded by Kiev.
First of all, by denying what Lukashenko revealed, Peskov is essentially calling the president of an ally nation a liar. We covered this yesterday:
It also begged the question, which I voiced, of why they didn’t just reveal what was contained in the agreement to dispel any rumors. As of yet, the rumors have not been dispelled. But, the existence of the document was confirmed by Putin, who flashed a page at the summit with the African leaders. The meeting with the Africans is interesting in its own right. The proposals submitted to Russia were nothing short of humiliating. Naturally, the same liars who pretended that the presser was a success are already saying that this summit proves that Russia has achieved a multipolar world already, or something equally inane.
No, seriously, the Kremlin-adjacent position pushed by info-gypsies was that Putin schooled and owned the nosy war correspondents epic style! This is so crazy and wrong that it once again proves my suspicion that the 5D people have well and truly crossed over into active and deliberate disinfo territory. First of all, the war correspondents invited into the Kremlin aren’t the regime’s enemies. They are all considered “safe”. The relatively new kids on the block War Gonzo asked the only really tough question when they alleged that, essentially, the MoD wasn’t paying out bonuses owed to soldiers. Boy, it sure is a good thing I translated the whole presser. And how do the other analysts know that Putin schooled anyone when they don’t speak Russian and didn’t take the time to sit down and translate it??? Hello!??

The second question, also sensitive, concerns payments for injuries, unfortunately, for the death of servicemen. Some issues in Turchak's working group are resolved manually, but there is, for example, the issue of payments for destroyed equipment. Personally, I don’t know anyone - the guys won’t let you lie - I don’t know a single fighter who would receive a payment for a damaged tank, for a destroyed fortified area. Although this was all announced, everyone knows this and even somehow laughs a little with each other: why they promised, but nothing of this. And I repeat: the boys are not lying - this is true.
Putin didn’t “school” them on anything. He then admitted his ignorance and promised to investigate what was happening. What went unsaid, but implied was that if the money isn’t being handed out, we can reasonably assume that it is being embezzled by the MoD.
Right? Where is the money???

Yesterday, the well-known Russian political scientist Sergei Markov revealed the essence of the “African Peace Initiative” in his telegram channel (https://t.me/logikamarkova/6907), and in a very benevolent tone. And given its proximity to the Kremlin, this “benevolentness” obviously stems from this fact.
And now carefully read what this "benevolent attitude" extends to:
1. A cease fire.
2. A neutral zone.
3. Entry of UN peacekeepers.
4. Autonomy of conflict regions under UN patronage.
5. Referendum in conflict regions under the auspices of the UN.
In my opinion, this "initiative" is a proposal for the unconditional surrender of the Russian Federation in Ukraine.
How can one agree with the deployment of UN peacekeepers to “conflict regions”, and Markov includes not only the DPR, LPR, Zaporozhye and Kherson regions, but also Crimea among them? But according to the Constitution of the Russian Federation, this is the territory of Russia. How can one agree with the autonomy of these subjects of the Russian Federation and their transfer under the patronage of the UN? How can referendums be held in the constituent entities of the Russian Federation with the question of the possibility of secession from the Russian Federation? Referendums have already passed there and any attempt on their results is criminal.
I would like to draw Sergey Alexandrovich's attention to the fact that at least four of the five points of this “initiative”, if implemented, fall under the article of the Criminal Code of the Russian Federation labelled “Treason”.
And in this regard, we recall the scandalous information that at the talks in Istanbul in March last year, the issue of leasing Crimea by Russia for 15 years was allegedly officially discussed. Yesterday Putin demonstrated the draft treaty initialed by Russia and Ukraine, showing even one page from it, but dealing exclusively with the issue of Ukraine's demilitarization. And why not publish the full text of the initialed draft treaty in order to stop the insinuations about the possible lease of Crimea?
But I have a suspicion that now this document will acquire the stamp of secrecy of "special importance." And then it will be completely destroyed.

If they have nothing to hide, why not publish the document? What diplomatic concerns could they possibly have if the document was trashed a year ago by Kiev?
I wager that the lease of territories that are now legally part of Russia wasn’t the only thing that they want to conceal in the agreement. And who knows what was promised on the side as well. These deals usually have a visible above-level component as well. as “gentlemen’s” agreements on the side. After all, the deliberate implosion of the USSR was done as part of an informal gentleman’s agreement as well, something that the Kremlin constantly reminds the world.
You know this right? Not a revelation at this point for anyone, I hope.
Putin has been speaking openly about this for two decades now, that the Soviet elites were promised a seat in the New World Order and no more NATO expansion if they detonated the USSR from within and became Liberal-Democracy style oligarchs instead of keeping a system of state control and protectionism over industry in place.

And that is what the “hardliner” faction in the Russian Deep State is fighting for: they want the West to honor the old deal. And if that means playing hardball and putting up a bit of a fight to convince the West that it isn’t worth it to keep pushing Moscow around, then so be it. This theory has serious explanatory power. On the one hand, it is clear that Russia resists the West to some capacity. On the other hand, it is clear that Russia is continuing its process of integration with Western (read: global) power structures. Russia’s hardliners i.e., the “siloviks” aka the spook state wants better terms, but doesn’t want to destroy the existing and emerging globalist order. They just want their own areas of influence. This is a response to the US reneging on its promises and pursuing unipolarity. It is referred to as the Primakov Doctrine.
Yevgeney Primakov (real name: Finkelstein) was not a hardliner himself, but a member of the anti-Stalin faction of the Communists i.e., a Trotskyite. It would also be a serious stretch to call him a Russian patriot for obvious reasons. And if you know anything about the history of the Trotskyites, they became Zionists and some moved to Israel or stayed behind and promoted pro-Israel policies in their host countries. The neocons in America, for example, are all ethnic Trotskyites and ardent Zionists. For awhile, the Soviet Union became anti-Israel and allied with the Arab powers. Credit where it is due, this was largely thanks to Stalin.
One of the big changes that occurred in Russian foreign policy was the RF’s rapprochement with Israel, a historic shift that went unmentioned and unnoticed by pretty much everyone. Primakov supported the hardcore Israeli nationalist, Benjamin Netanyahu. Also, President Putin was a pro-Israel politician partially because of his Christian convictions, but mostly because Boris Yeltsin’s entire cabinet was almost entirely Israeli and Putin’s primary backers in the media, the business world and the spook state were all Israelis as well. As is well-known, Putin became good friends with Ariel Sharron immediately after being put into power by the Gang of 8 who ran the post-Soviet RF. Like with Yeltsin before him, the oligarchs made sure that the Communists under Zyuganov and Zhirinovsky’s LDPR stood no chance against the party of the oligarchs, United Russia, and their candidate, Vladimir Putin.
I bring this all up because there is now a fight between Kiev and Moscow to secure access to Israeli tanks. This squabble is revealing. Both power centers are bending over backwards to prove that they are the more pro-Israeli. Strelkov has an amusing take, as usual:
The news of Israel's intention to deliver Merkava tanks (Mk1 and Mk2) to the FEM of continental European countries has sharply intensified activity in the area of the Moscow Choral Synagogue today. VIP-class cars with and without flashing lights plied between the synagogue and the Kremlin. Apparently the issue was:
"Who will the Merkav party go to in the first place - Moscow or Kyiv, and what will be the ratio of what will be delivered?" (According to the OBS agency, Kiev insists on a ratio of "3 to 1" in its favor, on the basis that Zelensky is a Jew. Moscow insists on the opposite ratio, arguing that, firstly, Zelensky is not a Hasid, but secondly, that in Moscow there are much more Jews in power than in the government of Ukraine and even more than in the government of Israel itself. Independent political scientists tend to believe that the tanks will be divided strictly equally).
Russia’s ruling elite’s special relationship with Israel and their desire to maintain some semblance of a pro-Arab policy is a topic for another post. In short, just like with this Not-War, Russia waged the Syria campaign strangely as well. Despite Israel actively bombing an ally, the MoD, for obvious reasons, pretended that this wasn’t happening.

But those who do not understand underlying “deep politics” will always remain baffled by Russia’s behavior. It has become the duty of this modest blog to explain how Russia is really run to those willing to hear the truth. So, don’t worry, we will return to Primakov/Finklestein in the near future.

Judging by Putin’s statements, Moscow wants to reach a deal with Ukraine and the West almost at any cost. According to Belarusian President Alexander Lukashenko, just days after Russia invaded Ukraine, the Kremlin negotiated the lease of Crimea and the Donbas with Kyiv.
The alleged draft proposal spoke of leasing the Ukrainian territory for 15 years. If true, that means that Moscow, despite its rhetoric about Crimea and the Donbas being part of Russia, was ready to trade with what it sees as its territory.
Putin claims that the Kremlin managed to reach a deal with Ukraine on the Eastern European nation’s permanent neutrality, with one of the conditions being that Russia withdraws all troops from the north of Ukraine, including Kyiv.
“After our withdrawal, Ukrainian authorities, by the orders of Washington, threw this treaty into the dustbin of history and declared victory”, Putin stressed.
In other words, Ukraine “deceived” him again. Russia withdrew its troops from the Kyiv, Chernihiv and Sumy regions, and Ukrainian leadership did not implement its part of the deal. But despite that, Putin continued making various arrangements with Kyiv. And every time, he accused his Ukrainian partners of “deceiving” him.
Fool me once, shame on you; fool me twice, shame on me.
Since everything about Putin is a PR stunt, he is likely deliberately portraying himself as a “good but naïve” leader. Significant parts of the Russian audience still buy such a narrative. But sooner or later, the Russian society will have to face reality. Inevitable military defeats will undoubtedly lead to the destabilisation of the Putin regime.
In the long term, Russia will have to go through the process of “de-Putinization” of the country. Waking up and realising that Putin’s whole system was based on lies and deception will be painful for many Russians.
The immediate question is who were the lies and deception really for the benefit of?
