Maybe Lavrov and Putin aren't the sharpest knives in the draw. Russia had to hit a Syrian ship delivering ammo to Odessa.
Iran is now firmly with China. Everything has a price.
These games have been known to lead to sticky ends.
It is quite instructive to observe those of Scott Ritter's ilk finding this unacceptable.
That is the problem with narratives: contradictory items have to be downplayed, disparaged or outright ignored (lying by omission). This is a huge story but won't get much attention, I suspect. Most are trapped in their narratives, coteries and echo chambers.
