This world is a kind of Hell, controlled by the Demiurge. Anyone with a deep sense of justice will, over time, develop a serious and semi-haunted look to them, I think. Look at Solzhenitsyn who has that look, or Strelkov. Those who look cheerful, perfectly prim, with a glossed-over look and easy smile, despite their attractiveness, are lacking the part of the soul that is horrified by injustice.

As for Germans ruling Russia, I think that the first 100 years starting with Peter was rough and full of predation and rebellions from the cossack south, but then they Russified and did OK by Russia Alexander I onwards.
