Notice that Putin never mentions ethnic Russians living in Ukraine, but only “pro-Russian” individuals and “Russian-speaking Ukrainians.”

Because he knew that Putin would be as "amenable" to Western Powers as he had been himself. But wonderfully crafted as his plan was, it failed because of a simple detail, he didnt perfectly read Putin. Putin was the same as him, Yeltsin but with a difference,Putin wanted respect. Putin wanted the same as Yeltsin, that Russia be accepted in the Western familiy, the dream of his life, but not as a serf or a minion but as a respected first line member as he thought France was (...??) As for the rest he was completely OK, I saw him saying in a video during the 2000s that he had no problem with having the USD as universal reserve currency, that he even wanted that; that he had no problem with the U.S. being the solo world hyperpower and with the existence of NATO. He even wanted Russia to become a member of NATO. But all of that failed and here we are, why...? Because the West denied him the ONLY thing he wanted for him and his country, RESPECT. So he has been the Rodney Dangerfield of XXI Century politics.
If you see his actions and the world History of the last 25 years under this lenses you will see that everything fits. Putin has never been assertive face to the West, never, even in the worst situation, he as accepted things that were never done to any country not at war, not even by Hitler or Stalin, who never violated diplomatic representations of non hostile countries. Putin allowed Russian consulates in the U.S. being assaulted and taken without the least act of retaliation or even of protest. A country like Ecuador would never accept that. When Assange took shelter in their embassy in London, the Brits demanded he be handed but Pres. Correa told him no way Jose. London had to wait until Correa was voted out of office to finally have a pro-West man in Quito and get from him that Assange be handed to them. Why is that...? Because London feared dearly the consequences to its business-men, companies, regular citizens in Ecuador if they did something as rash. NATO know that have not to fear anything like that from Putin, they see him as he is, a wussie.
Finally, Putin has never gotten tough or rough with NATO or its minions. Everything that has been done from the Kremlin that can be seen that way HAS BEEN IMPOSED ON HIM BY PEOPLE IN HIS ENTOURAGE WHO HAD ENOUGH. I won't go case by case but if you examine the entire History of the last 25 years this rule applies to every case. You can see even in the case of Ukraine that he is still in charge, because it is a pretty wussy way to wage a war.
Putin could have been a great president and leader if he had kept for him only the internal affairs of Russia and had left others to handle affairs like foreign policy, military alliances and war.
